About this opportunity

The Ohio Department of Development, Office of Community Enhancements (OCE) is seeking a qualified provider to administer the Electric Partnership Program (EPP) in Crawford, Franklin, and Marion Counties through a competitive Request for Proposals (RFP). The program aims to improve electric efficiency for low-income households participating in or eligible for the Percentage of Income Payment Plan (PIPP) Plus program. Key deliverables include conducting in-home energy audits, installing energy conservation measures with a Savings to Investment Ratio of one or greater, and providing customer education. The RFP requires proposers to target a total of 7,405 eligible homes served by American Electric Power, Ohio Edison, and Duke Energy. Evaluation criteria will include technical requirements (worth 500 points) and cost considerations (100 points), with potential additional preferences for Buy American, BuyOhio, and Veteran-Friendly Business certifications. The proposal submission deadline is August 19, 2025, with an inquiry period running from July 22 to August 12, 2025. The contract term will extend from the effective date through June 30, 2026, with potential one-month renewals at the state's discretion.

The procurement is specifically restricted to Ohio-based local public or private nonprofit agencies or units of local government. Contractors may submit proposals for one or more counties, with each county proposal to be submitted separately and evaluated independently. The total not-to-exceed project cost is $1,914,428, with county-specific budgets of $91,081 for Crawford County, $1,613,217 for Franklin County, and $210,130 for Marion County. One contract will be awarded per county, with the selection based on the highest-scored proposal for each respective county. The solicitation covers jurisdictions including Cuyahoga County, Franklin County, Logan County, and Melrose Village, though the primary focus of the EPP implementation is on Crawford, Franklin, and Marion Counties. No specific incumbent vendors are mentioned in the documentation, and there are no explicit set-aside designations for disadvantaged enterprises beyond the Ohio-based organizational requirement. Potential contractors should be prepared to integrate with existing utility infrastructure and demonstrate capabilities in energy efficiency program administration for low-income households.
