About this opportunity

The City of Tampa Water Department is conducting a nonprofessional services procurement through a traditional sealed bid solicitation for electric motor repair services on an as-needed basis. Bids are due by 3:00 PM on April 30, 2026, with sealed bids to be opened and results posted to the OpenGov eProcurement Portal. The scope of work encompasses the inspection, removal, transport, and repair of electric motors located at the David L. Tippin Water Treatment Plant (7125 N. 30th Street) and multiple pumping stations throughout Tampa, with motors ranging from 60 to 900 horsepower manufactured by various vendors including Nidec, General Signal Power, U.S. Motors, Toshiba, Westinghouse, and Vertiline. The awardee must furnish all labor, materials, and equipment required to perform disassembly, cleaning, inspection, core testing, component overhaul, rewinding, balancing to ISO 1940 Grade G 2.5 standards, painting, and testing under maximum design load conditions, with all work conforming to NEMA standards and rated for inverter duty unless otherwise specified. Deliverables include routine repairs completed within five business days, emergency repairs for motors under 100 horsepower within 72 hours and over 100 horsepower within 120 hours, free pickup and delivery service, emergency response within two hours with on-site service within four hours, a crane rated for at least 26 tons, and detailed repair reports in PDF format. Bidders must demonstrate at least three years of experience providing similar services, submit three client references with contact information, provide employee resumes with relevant certifications, list all equipment to be used, and submit documentation of an established in-house safety training program. Pricing shall be submitted on an hourly labor rate basis for standard work (Monday-Friday, 7:00 AM-3:00 PM), overtime work (including holidays and weekends), and emergency work, plus a material markup not to exceed 10 percent.

This procurement contains no set-aside designations, bid discounts, or subcontracting goals for Small Local Business Enterprises (SLBEs), though the Equal Business Opportunity office determined that small local businesses may voluntarily participate as subcontractors if the prime contractor chooses to utilize them and completes the required DMI-40 Letter of Intent and DMI-30 payment documentation forms. The City of Tampa reserved the right to award by division, line item, or aggregate total to the lowest responsive, responsible bidder and may reject any bid or withdraw the solicitation at its discretion. The procurement establishes a one-year award period from the effective date with options for mutual renewal for four additional one-year periods and unilateral City extension options for up to three additional thirty-day periods, with no minimum or maximum purchase quantities required during the award term. The estimated contract value is $185,000.00, with a start date and end date listed as to be determined. Bidders must ensure compliance with OSHA hazard communication standards and submit an Accessibility Conformance Report documenting conformance to WCAG 2.2 Level AA standards and Section 508 accessibility requirements for any information, media, or communication technology products and services included in their proposal.
