About this opportunity

Carroll County Department of Public Works in Maryland is soliciting bids under Invitation for Bids Contract No. 26-R-9 for Eldersburg Area Sidewalk Improvements, with a virtual pre-bid meeting on November 9, 2026 at 10:00 a.m. EST and bids due November 18, 2026 at 10:30 a.m. EST. Bidders must be pre-qualified by the Carroll County Department of Public Works at least 15 days before bid opening, which gates eligibility for the bid.

The scope covers installation, replacement, and repair of selected sidewalks and curb ramps in the Eldersburg area to ADA accessibility guidelines. Work includes removing substandard curb ramps, removing and replacing mountable concrete curb and gutter, installing sidewalk curb, stabilizing disturbed areas, and maintaining traffic. All subcontractors and DBE/MBE firms must also be pre-qualified by the county. The contractor must perform work valued at not less than 50 percent of the total contract value with its own forces or workers under its immediate supervision. Contractor licensing under Section 17-602 of the Maryland Business Regulation Article is mandatory.

The bid is a firm fixed lump-sum contract, and the project is funded entirely with Carroll County funds, so prevailing wage rates do not apply. Completion is required within 50 working days from Notice to Proceed, with liquidated damages of $500.00 per working day for unauthorized extensions. A 5 percent bid deposit is required for contracts exceeding $100,000, submitted as a bid bond or certified check payable to the County Commissioners of Carroll County. The successful bidder must furnish performance and payment bonds equal to 100 percent of the contract price within 20 days of award, with sureties listed on Treasury Circular 570 and authorized to transact business in Maryland. Workers' compensation and liability insurance are due at contract execution. Compliance requirements include OSHA and MOSH laws, E-Verify, nondiscrimination in employment, and the Maryland Steel Products Procurement Act.
