About this opportunity

The California Military Department (CMD) is seeking a contractor for the El Centro Glass Repair project located at the El Centro Armory, 310 S. 4th Street, El Centro, CA 92243. The procurement involves replacing the existing glass storefront door system, including potentially replacing the door frame, to address physical security issues caused by damage from local unhoused individuals. The prime contractor must possess a C-17 Glazing Contractor license or subcontract with a licensed glazing contractor. Bidders are not required to visit the worksite but are responsible for accurately measuring the work area and understanding local conditions. The solicitation requires a single lump sum quotation with contractors required to self-perform at least 20% of the work. Key submission requirements include emailing bids to PWC@cmd.ca.gov with the subject line "BID FOR EVENT# 35688 - DO NOT OPEN" by the due date of June 6, 2025, at 2:00 PM. All questions must be submitted to Joy Lubic at Joy.Lubic@cmd.ca.gov no later than 4:00 PM on May 30, 2025, with email subject lines stating "RFI FOR EVENT# 35688". An optional job walk is available by appointment, and interested parties can schedule a site visit by contacting Zoe Franco at (669) 254-0339.

The contract includes several set-aside and preference provisions targeting small and disadvantaged businesses. There is a 5% bid preference for small businesses and/or Disabled Veteran Business Enterprises (DVBEs), with the total preference limited to $100,000. Contractors must comply with the Buy Clean California Act, provide environmental product declarations, and meet various state labor and civil rights laws. Insurance requirements include $1,000,000 per occurrence for general liability and automobile liability, with mandatory workers' compensation coverage. The contract stipulates that work must commence within 7 calendar days of receiving the Notice to Proceed and be completed within 90 calendar days. While no specific budget range is detailed, the comprehensive requirements suggest a substantial infrastructure improvement project. The procurement covers Imperial County and includes jurisdictions such as Imperial City and Imperial Beach City, indicating a regional scope for this glass repair and security enhancement project.
