About this opportunity
The State Controller's Office (SCO) of California is seeking qualified contractors through this Request for Quote (RFQ) to provide physical security systems and program consulting services for evaluation and improvement of the SCO's physical security infrastructure across seven facilities located in Sacramento, San Francisco, and Los Angeles. The procurement requires contractors to assess existing physical security controls, systems, and applications—including access control, video surveillance, and intrusion detection systems—and provide comprehensive recommendations aligned with NIST 800-53 standards. Deliverables consist of three components: an Initial Controls Review due at 30 days, a comprehensive Analysis of systems and infrastructure due at 60 days, and a Final Report with one, three, and five-year remediation plans due at 90 days, all to be delivered in Microsoft Office Suite format as SCO's exclusive property. Prospective bidders must demonstrate a minimum of one year of employment with the firm performing IT physical security assessment consulting services, at least three years of government entity consulting experience within the last five years, and provide three professional references from contracts executed within the past two years, with at least one reference from a California state agency or large corporation. The evaluation process includes mandatory administrative requirements (pass/fail), technical scoring up to 250 points, and cost scoring up to 250 points, with mandatory virtual interviews scheduled for April 14-16, 2026. Key deadlines include written questions due March 24, 2026 at 2:00 PM Pacific Time, final bid submission by April 7, 2026 at 2:00 PM PT, cost opening on April 17, 2026, notice of intent to award on April 20, 2026, and an anticipated agreement start date of June 1, 2026, with a one-year initial contract term.
California's Small Business preference program provides a five percent preference to bidders certified by the California Department of General Services as California Small Businesses, while a Disabled Veteran Business Enterprise (DVBE) incentive of up to five percent is available to qualifying firms, and non-small businesses utilizing 25 percent Small Business subcontractor participation are also eligible for preference consideration. All key staff must successfully pass a Live Scan background check prior to commencing work. The contractor must maintain comprehensive insurance coverage including $1 million commercial general liability, statutory workers' compensation with $1 million employer's liability, $1 million automobile liability, $1 million professional liability, and $15 million cyber liability. Services will be performed both remotely (within the continental United States) and onsite during standard business hours (8:00 a.m. to 5:00 p.m. Pacific Time, Monday through Friday, excluding state holidays), with the contractor bearing all costs including labor, supplies, equipment, travel, insurance, and licenses. Compensation is based on actual expenditures incurred at rates specified in the cost proposal, with the total agreement amount not predetermined but inclusive of all required services and deliverables. The SCO retains the right to amend the agreement to modify locations, equipment, software, and scope of services, and will withhold $10,000 from final payment pending receipt of a Prime Contractor's Certification-DVBE Subcontractor Report within 60 days of agreement expiration.
