About this opportunity
The City of Philadelphia is requesting quotes for legal materials for an inmate law library through micro purchase on PHLContracts, the municipal eProcurement platform, with quotes due June 30, 2026. The maximum contract value is $43,000, adjusted annually by the CPI-U increase from January 1, 2020 and rounded to the nearest $1,000. The contract term is 365 days from the effective date.
Quotes must be submitted electronically through PHLContracts. All prices must be quoted FOB Destination Point and net of federal excise, transportation, and Pennsylvania sales and use taxes; the City is tax-exempt. Prices are valid for 60 days from submission. The City reserves the right to reject any or all quotes and to award to the lowest, responsible, responsive seller.
All sellers must maintain workers' compensation insurance at statutory limits, general liability insurance at $500,000 per occurrence, and automobile liability insurance at $300,000 per occurrence. Sellers must comply with applicable Philadelphia tax requirements and must certify they are not indebted to the City for delinquent taxes or other obligations. Payments will be made by electronic deposit following delivery and City approval of products.
Vendors submitting their first bid must complete and submit a signed Consent and Authorization Agreement, either by uploading it to their profile during registration or by attaching it to their first quote submission. The City strongly encourages vendors to upload the agreement to their profile at registration to avoid resubmission with subsequent bids.
The City has attached an LGBTQ Applicant Data Form for voluntary submission; vendors may self-certify as LGBTQ-owned or provide information on LGBTQ Business Enterprise certification from the National LGBT Chamber of Commerce through the Philadelphia affiliate Independence Business Alliance. Submission of demographic data is entirely voluntary. For procedural questions, contact Philadelphia Procurement Customer Service at 215-686-4755, 215-686-4720, or 215-686-4721, or phlcontracts@phila.gov.
