About this opportunity

The Michigan Department of Technology, Management & Budget Printing Services is requesting bids for EGLE self-cover activity coloring booklets, with bids due August 18, 2026. Only prequalified vendors are eligible to bid.

The scope calls for 1,000 to 2,000 eight-page booklets, finished size 8.5 × 11 inches, saddle-stitched along the left 11-inch spine, printed in black ink on 80% recycled 60# offset white text stock for cover and interior pages. The booklets are designed for environmental education and feature interactive coloring and activity content related to Great Lakes and environmental stewardship. Vendors must submit electronic PDF proofs and complete production within 15 to 20 business days following proof approval. Finished materials ship to Bradley M. Schumann, Print Consultant, at the General Services Building in Dimondale, Michigan.

Award decisions are based on best price and value to the state — lowest price does not automatically win if quality concerns exist or requirements cannot be met. Bids must include detailed cost estimates and sample materials with binding specifications; bids lacking cost documentation will not be considered. Vendors must be prequalified and actively registered with the State of Michigan. All bids submit online and include freight charges to the Print & Mail Management dock at 7461 Crowner Drive, Lansing, Michigan 48913, F.O.B. Destination, prepaid. Under Michigan's standard contract terms, the vendor bears all packaging, freight, and shipping costs; title and risk of loss remain with the vendor until final acceptance; deliverables are subject to inspection and acceptance within 30 calendar days of delivery; payment is due within 45 calendar days of invoice receipt or final acceptance, exclusively via Electronic Funds Transfer through the Michigan SIGMA VSS system. No underruns are accepted; overruns are charged to the vendor's expense. Prequalification can be initiated by contacting Andrew Hale at 517-636-0092 or halea3@michigan.gov; processing typically requires approximately one week.
