About this opportunity

The State of Michigan's Department of Technology, Management and Budget (DTMB) is soliciting proposals under RFP 260000002593 for enhancements and support of the MiSTAR system on behalf of EGLE's Geospatial and Regulatory Mapping Division (GRMD), with proposals due November 2, 2026 at 9:00 a.m. Eastern. A 20% Geographically Disadvantaged Business Enterprise (GDBE) subcontractor spend requirement applies if the bidder claims GDBE status. The mandatory pre-proposal meeting on October 5, 2026 has already occurred, and attendance was required for bid eligibility.

The contractor will modernize and consolidate the Risk-Based Data Management System (RBDMS) suite by absorbing functionality from RBDMS Desktop, RBDMS WinAdmin, and the EGLE Dashboard into MiSTAR, which supports oil, gas, and underground injection control operations. Deliverables include migrating approximately 70 reports and implementing Class VI functionality by March 2028. Integrations include MiLogin SAML, OpenText Content Manager API, and ESRI services. The State procures cloud hosting on GCP, AWS, or Azure. Support must cover public-facing read-only access for approximately 1,000 users with 100 concurrent capacity. Key personnel include a Project Manager, Security Officer, Architect, and Lead Developer. Training follows a train-the-trainer model.

The base term is five years, with up to five one-year renewals at the State's discretion. The implementation fee is firm fixed for defined scope, and a $25,000 monthly credit applies for Class VI delays. The estimated contract start is February 2027, with a target go-live of April 2028.

Evaluation uses four technical criteria totaling 100 points: Project Scope and Statement of Work (30), Solution Requirements and Business Specifications (30), Staffing and resumes (10), and Company Background (30). Only proposals scoring 80 or more points advance to pricing evaluation. The State will award on best value, considering pricing, economic impact to Michigan, total cost of ownership, and prior performance.

Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS, with pricing submitted separately. A Confidential Treatment Form is required regardless of whether confidential information is claimed. The November 2 deadline supersedes the earlier October 26 date.
