About this opportunity
The State of Colorado, Office of Information Technology, is seeking a quote for SLDS Analytics Schema Stress Testing, Reporting, and RStudio Support services through a Documented Quote solicitation, with responses due July 28, 2026 at 4:00 PM via BidNet Direct and written inquiries due July 23, 2026.
Respondents must hold a minimum of three years of corporate experience with State Longitudinal Data Systems or equivalent disjointed datasets and demonstrate RStudio and ecosystem proficiency from assigned personnel. Colorado business registration is required. The contract spans approximately eleven months beginning August 1, 2026 through June 30, 2027, with no renewal options.
The scope encompasses three core task areas: schema stress testing and performance optimization of Colorado's State Longitudinal Data System (COdata), which integrates K-12 education, higher education, and workforce program data; analytics and reporting development to transform raw data into production-ready analytical assets and automated compliance reports; and analyst support with RStudio integration, including custom R packages, Quarto/RMarkdown templates, and technical upskilling for internal state data analysts.
Deliverables must achieve 100% compliance with WCAG 2.1 Level AA Web Content Accessibility Guidelines and Colorado accessibility standards, with minimum 90% code test coverage. The vendor must maintain 95% on-time milestone completion, participate in weekly status meetings, submit weekly Analyst Support Logs, and ensure all draft deliverables reach final OIT acceptance within two review iterations.
Quotes must be structured in two parts: a technical and qualifications narrative not exceeding five pages, and an itemized cost and hour matrix with a single fixed, fully loaded hourly rate covering all direct and indirect costs, labor, overhead, profit, and travel. Award will be made to the responsible respondent whose acceptable quote is most advantageous to the State, with price/cost as the primary consideration. No contract value or funding information is specified.
