About this opportunity
Colorado's Governor's Office of Information Technology is issuing RFI EGBA 2026-044 to solicit industry feedback on SD-WAN and internet sourcing services, with vendor responses due July 1, 2026 at 2:00 p.m. This is a market research phase only; the RFI is non-binding and will not result in an award. A formal competitive solicitation will follow based on vendor input.
The scope covers enterprise telecommunications transport and Layer 2 WAN connectivity services supporting over 600 remote agency endpoints across Colorado's geographically diverse regions. The Colorado State Network will migrate to a Software-Defined WAN solution anchored by core infrastructure at four secure data centers in Lakewood, Denver, Pueblo, and Colorado Springs. Vendors must address protocol support for IPv4, OSPF, OSPFv3, BGP, IGMP, and PIM multicast configurations, with preference for jumbo frame capabilities up to 9,000 bytes and preservation of Quality of Service markings.
The state explicitly seeks vendor recommendations on three primary pricing architecture alternatives: flat monthly recurring costs for fixed speed capacities regardless of location; geographic zonal banding with regional tiered pricing; or a hybrid approach separating core hub and edge endpoint pricing. The state requests feedback on standardizing pricing away from the current granular, address-specific line-item model to streamline administrative overhead.
The resulting future contract will be structured as a permissive cooperative agreement mandatory for all Executive Branch agencies, with optional participation from Legislative and Judicial branches and extended to political subdivisions including higher education institutions, counties, school districts, and municipalities across Colorado.
Responses are limited to 15 pages and must be submitted electronically through BidNet Direct. Written inquiries are due June 12, 2026 at 2:00 p.m., with the state's response to inquiries due June 19, 2026. Responses must include an executive sourcing summary of Colorado service footprint, pricing architecture recommendations, and a technical suitability memorandum.
