About this opportunity
The state of Idaho has issued a Request for Proposal (RFP) for Market Research, Advertising, and Communications services, specifically tagged as "EFC - Winter Feed" under contract opportunity ID 674091c51fc01026af027912. This procurement appears to be seeking comprehensive marketing and research services, with proposals due on November 26, 2024, following the initial posting on November 21, 2024. While specific details about deliverables are limited in the provided information, the contract likely involves conducting market research, developing advertising strategies, and creating communication plans related to a winter feed initiative. The procurement suggests a need for professional services with expertise in market analysis, strategic communication, and potentially agricultural or seasonal marketing contexts. Potential respondents should carefully review the full RFP documentation to understand the precise scope of work, required qualifications, and evaluation criteria, which are not fully detailed in the current excerpt.
Given the limited information provided, it is unclear whether this contract opportunity includes specific set-aside designations for disadvantaged businesses or has particular restrictions on respondent types. The contract appears to be a state-level procurement by Idaho, which might typically include preferences for local or in-state vendors, but such details are not explicitly stated. Without additional context, no information is available about incumbent vendors, existing infrastructure requirements, or precise budget ranges for this marketing and communications contract. Interested vendors should obtain the complete RFP documentation to understand full qualification requirements, potential integration needs, and precise award value expectations. Potential respondents are advised to carefully review all supplemental documentation and contact the issuing state agency for comprehensive details about submission requirements and contract specifications.

The Idaho Department of Fish and Game has requested an exemption from competition for the purchase of Emergency Feed. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
