About this opportunity
The State of Idaho, through the Department of Administration Purchasing (DOP), is soliciting input regarding an exemption from competition request submitted by Idaho Public Television for the procurement of a Maintenance Agreement for a Transmission Encoder System. This procurement is not a standard competitive bid opportunity but rather a transparency notice inviting suppliers to provide relevant information that may support or contradict Idaho Public Television's justification for procuring without competition. The agency claims that competition would be impractical, unreasonable, or disadvantageous under the circumstances, and the DOP Administrator is accepting supplier input to inform the discretionary decision on whether to grant the exemption. Interested parties are invited to submit information addressing whether competition would truly be impractical or unreasonable for this maintenance agreement. The deadline for submitting responses is February 5, 2026, with submissions required either through the IPRO system's Supplier Attachments section or via email to purchasing@adm.idaho.gov. All information must be received prior to the closing date and time specified in IPRO to be considered by the Administrator. No right of appeal exists regarding the Administrator's final decision on the exemption request.
The notice does not specify set-aside designations, disadvantaged enterprise restrictions, or preferences for particular organization types, as this is an exemption review process rather than a competitive solicitation. No incumbent vendor or current contractor is identified in the posting materials provided. There is no stated budget range or award value disclosed in this exemption request notice. The procurement pertains specifically to maintenance services for Idaho Public Television's Transmission Encoder System, though detailed specifications regarding the system's existing infrastructure, technical requirements, or necessary integration capabilities are not included in the summary information available. Suppliers interested in providing information should review the Agency's complete request and supporting documentation attached in the Buyer Attachment section of IPRO before submitting their response.
Opportunity text
The Idaho Division of Veterans Services has requested an exemption from competition for the purchase of Temporary Nurse Staffing Price Agreements. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
