About this opportunity

The Idaho Department of Health and Welfare is seeking an exemption from competition for procuring specialty medical formula and nutritional products through the Division of Procurement (DOP). This unique procurement process allows suppliers to provide input regarding the potential limited or no-competitive procurement method for these medical and nutritional supplies. The contract opportunity, identified by ID 679e2c64c865fea4460def74, was posted on January 31, 2025, with a response deadline of February 5, 2025. Interested suppliers are invited to submit supporting or contradictory information that might influence the DOP Administrator's discretionary decision about waiving standard competitive bidding requirements. Suppliers can submit their responses through two primary methods: attaching documentation in the Supplier Attachments section of IPRO or emailing purchasing@adm.idaho.gov. The agency emphasizes that all submitted information must be received prior to the closing date and time to be considered in the exemption evaluation process.

The procurement opportunity does not explicitly specify set-aside designations or restrictions on responding organizations. The solicitation appears open to various suppliers capable of providing specialty medical formula and nutritional products. No incumbent vendors or specific integration requirements are mentioned in the current documentation. While the exact budget range is not disclosed, the procurement is focused on specialized medical nutritional products for the state health and welfare department. The DOP Administrator retains complete discretion in determining whether to grant the competition exemption, and suppliers are explicitly informed they have no right to appeal the final decision. The procurement method suggests the state is seeking a targeted, potentially sole-source approach to acquiring these specialized medical nutritional products, likely due to unique product specifications or limited market availability.

Opportunity text

The Idaho Department of Health and Welfare has requested an exemption from competition for the purchase of Specialty medical formula and nutritional products. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
