About this opportunity
The Idaho Department of Health and Welfare is seeking a one-time exemption from competition to procure specialty medical formula and nutritional products for children with metabolic disorders, specifically Phenylketonuria (PKU). The procurement focuses on adding Vitaflo as a vendor and securing additional funding for medical formulas that support children with specific nutritional requirements. The goods include specialized medical formulas and nutritional products designed to treat various metabolic conditions such as glutaric acidemia type 1, homocystinuria, methylmalonic acidemia, propionic acidemia, maple syrup urine disease, tyrosinemia, and phenylketonuria. The procurement is specific to Ada County and will be administered through the Idaho Division of Purchasing. The solicitation requires potential vendors to submit information by March 11, 2024, through the Idaho e-Procurement System (IPRO). Vendors must provide certificates of insurance meeting specific commercial general liability, automobile liability, and workers' compensation requirements, with the State of Idaho to be named as an additional insured on liability policies.
The procurement does not appear to have specific set-aside designations for disadvantaged enterprises. Current incumbent vendors include Nutricia Advanced Medical Nutrition, Mead-Johnson Nutritional Group, and Abbot Laboratories, whose previous price agreements have expired. The department has historically expended approximately $350,000 on these products over the past four years. The exemption request stems from the limited availability of suitable products and the critical need to provide a diverse and healthy menu of options for children with PKU. Vendors must demonstrate the ability to provide products that individual children can tolerate and meet the nutritional requirements specified in the solicitation. The contract will be awarded at the discretion of the Division of Purchasing Administrator, with no guaranteed minimum or maximum purchase amount specified in the available documentation. Insurance requirements and standard state contract terms and conditions will apply to the selected vendor.
Opportunity text
The Idaho Department of Health and Welfare has requested an exemption from competition for the purchase of Specialty Medical Formula and Nutritional products. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
