About this opportunity
The Idaho Department of Water Resources (IDWR) is seeking service contracts for Dam Operators through a Request for Exemption from Competition process. The procurement is specifically focused on obtaining cleaning services for the ISLD Central Office & Distribution Center located in Ada County. The agency is requesting an exemption from standard competitive bidding procedures, arguing that a traditional competitive process would be impractical, unreasonable, or disadvantageous to the state. The solicitation is being managed through the state's IPRO system, with a posting date of April 25, 2024, and a response deadline of April 30, 2024. Potential suppliers are invited to provide information that may support or challenge the agency's exemption request, with the Division of Purchasing (DOP) Administrator retaining discretion to approve or deny the competitive exemption.
The documents do not specify any set-aside designations, disadvantaged enterprise requirements, or explicit restrictions on responding organizations. No incumbent vendors are identified in the available documentation, and there are no clear indications of specific budget ranges or award values for the dam operator service contracts. The procurement appears to be focused on cleaning services for a state facility, but lacks detailed specifications about vendor qualifications, scope of work, or performance expectations. The attachments include multiple documents related to the procurement, including requests for exemption and administrative documents, but do not provide comprehensive details about the specific contract requirements or anticipated contract terms. Potential respondents would need to engage directly with the IDWR or DOP to obtain more precise information about the contract opportunity.
Opportunity text
The Idaho Department of Water Resources has requested an exemption from competition for the purchase of Service Contracts for Dam Operators. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
