About this opportunity

The Idaho Transportation Department is seeking an exemption from competition for the procurement of propane gas for Districts 1 and 2, with a solicitation posted on August 25, 2025, and a response deadline of August 28, 2025. This opportunity involves a potential direct procurement of propane gas, with the Department of Purchasing (DOP) Administrator retaining discretionary authority to approve an exemption from standard competitive bidding processes. The agency is inviting potential suppliers to review the exemption request and provide supplemental information that could support or challenge the claim that a competitive procurement would be impractical or disadvantageous. Suppliers are instructed to submit their input through either the IPRO system's Supplier Attachments section or via email to purchasing@adm.idaho.gov. The evaluation will focus on assessing whether competition is truly unreasonable under the current circumstances, with the understanding that suppliers have no formal appeal rights to the Administrator's final decision.

No specific set-aside designations or restrictions on respondent types were explicitly mentioned in the procurement notice. The solicitation appears open to propane gas suppliers who can provide services for the Idaho Transportation Department's Districts 1 and 2. While the potential award value is not specified, the procurement is specifically scoped for propane gas supply across two geographic districts. No incumbent vendors were identified in the documentation, and there were no details provided about existing infrastructure or technology integration requirements. The exemption request suggests the procurement may be structured as a direct purchase or limited competition arrangement, depending on the DOP Administrator's assessment of the submitted supplier information. Interested vendors should carefully review the full attachment in the IPRO system and prepare their response materials to meet the August 28, 2025 submission deadline.

Opportunity text

The Idaho Transportation Department has requested an exemption from competition for the purchase of Propane gas for Districts 1 and 2. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
