About this opportunity

The State Appellate Public Defender is requesting an exemption from competition for direct procurement of ProLaw Case Management System software from Eagan US Holdco, LLC, with the exemption notice and public comment period closing October 14, 2026. The DOP Administrator retains discretionary authority to approve or deny the exemption; suppliers have no right to appeal.

The procurement is for software, support, maintenance, and upgrades. SAPD justifies the exemption by citing 25 years of operational reliance on ProLaw since 2001, substantial customization investments, and millions of stored documents. The agency asserts that transitioning to competing case management software would require 1.5 to 2 years of preparation — including procurement, testing, document migration, customization, and employee training — making such a change cost-prohibitive and operationally unfeasible. SAPD characterizes continued ProLaw use as the most cost-effective and efficient allocation of its limited resources and argues that competition would be impractical and disadvantageous under these circumstances.

The anticipated one-time purchase cost is $9,227.86. Suppliers may submit information in the IPRO Supplier Attachments section or email purchasing@adm.idaho.gov to support or contradict the agency's claim that competition would be impractical, unreasonable, or disadvantageous. All submissions must arrive by the October 14 closing date. The request was submitted to the Division of Purchasing on October 7, 2026, and will be posted publicly before final DOP Administrator approval.
