About this opportunity
The state of Idaho is soliciting quotes for Enterprise Password Management Software through a procurement opportunity identified as EFC - Prescription Filling & Pharmacy Svcs. The contract seeks comprehensive password management solutions for enterprise-level deployment, with specific focus on robust software products that can enhance cybersecurity infrastructure. The procurement window opens on September 11, 2025, with proposals due by September 16, 2025, providing a concise five-day submission period for interested vendors. While specific technical requirements are not fully detailed in the available information, the procurement appears to target advanced password management technologies that can integrate across state agency systems. Potential respondents should prepare comprehensive technical proposals that demonstrate their solution's capacity to manage, secure, and streamline enterprise password protocols. Vendors will likely need to showcase their software's ability to centralize password administration, enforce complex password policies, and provide advanced authentication mechanisms.
Based on the limited information provided, no explicit set-aside designations or specific vendor restrictions are currently evident. The procurement does not specify whether the opportunity is reserved for small businesses, disadvantaged enterprises, or minority-owned vendors. Without additional context, it appears to be an open competitive solicitation accessible to technology vendors specializing in enterprise password management solutions. No incumbent vendor information or existing technological infrastructure details are currently disclosed. While a precise budget range is not specified, enterprise password management software typically represents a significant technological investment, potentially ranging from $50,000 to $250,000 depending on the state's infrastructure complexity and deployment scale. Interested vendors should be prepared to demonstrate comprehensive security features, scalability, integration capabilities, and potential cost-effectiveness in their proposal responses.

The Idaho Division of Juvenile Corrections has requested an exemption from competition for the purchase of Prescription Filling and Pharmacy Services (and Enhanced Clinical Services). If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
