About this opportunity
The Idaho Department of Health and Welfare is requesting an exemption from competition for PointClickCare software services renewal under discretionary review by the Division of Purchasing Administrator, with supplier input due October 9, 2026. This is a non-competitive procurement pathway; no competitive solicitation will occur if the exemption is approved.
DHW seeks to renew PointClickCare services for a two-year term from April 1, 2026, through March 31, 2028, serving State Hospital South's Syringa Chalet nursing facility. The scope covers the Skilled Nursing module, Documentation Storage, and related modules used to submit Centers for Medicare & Medicaid Services mandated Minimum Data Set assessments — a regulatory requirement for the Medicare-certified facility.
The anticipated renewal cost is $23,422.82 over the two-year term. PointClickCare has been the incumbent platform since 2015 under the original competitive RFQ 17000653 from 2017.
DHW's justification rests on the assertion that competitive solicitation would be impractical and unreasonable because switching vendors mid-cycle would require manual migration of over ten years of resident assessment data, creating operational risk. The agency contends that any lapse in CMS-compliant reporting could trigger civil monetary penalties and admission restrictions under CMS nursing home regulations.
The Division of Purchasing intends to approve the exemption pending legal notice, with posting for public review prior to final approval. Suppliers may submit information supporting or contradicting the claim that competition would be impractical or disadvantageous by attaching materials in IPRO or emailing purchasing@adm.idaho.gov. The Administrator's decision is discretionary with no supplier right of appeal.
Opportunity text
The Idaho Department of Health and Welfare has requested an exemption from competition for the purchase of PointClickCare. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
