About this opportunity
The Idaho Department of Health and Welfare is requesting an exemption from competition to procure Mergent-AIRISTA Flow SOFIA duress system software subscription and support services, with the exemption request due October 22, 2026 for the Division of Purchasing (DOP) Administrator's discretionary decision. This is not a competitive solicitation; the agency has filed an exemption request, and DOP is inviting suppliers to submit information supporting or contradicting the exemption claim prior to the October 22 deadline.
The scope covers a three-year subscription for 350 users and one on-premise server to maintain State Hospital South's existing staff duress and workplace safety system. DHW justifies the exemption by citing that the installed AIRISTA system infrastructure—including badges, location infrastructure, and on-premise server deployed across the State Hospital South campus—operates exclusively on AIRISTA's proprietary SOFIA software and cannot interoperate with alternative systems. The agency argues that procuring a different system would require replacing all hardware and retraining staff at substantially greater cost while creating duress coverage gaps.
The total anticipated cost is $96,004.53 over three years, comprised of SOFIA Staff Safety subscription for 350 users at $29,218.00 annually and SOFIA on-premise server package subscription at $2,783.51 annually, with pricing held flat to provide certainty and avoid coverage gaps during renewals. This procurement continues support for a system implemented in 2015 under prior contract RFQ19000504 (CPO191100429 with Mergent Systems). Suppliers may submit information by attaching it to the IPRO system or emailing purchasing@adm.idaho.gov by October 22, 2026. The exemption decision remains discretionary; suppliers have no right to appeal the Administrator's decision.
Opportunity text
The Idaho Department of Heath and Welfare has requested an exemption from competition for the purchase of Mergent-AIRISTA Flow SOFIA duress system software subscription and support. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
