About this opportunity
The state of Idaho is seeking Environmental DNA (eDNA) Molecular Testing Services through a competitive procurement process, with the contract opportunity officially posted on May 22, 2025, and proposals due by May 28, 2025. The procurement appears to be managed by the Idaho Transportation Department (ITD) and specifically focuses on aerial lift bucket trucks. While the detailed specifications are not fully elaborated in the provided documentation, the contract suggests a technical service requirement involving molecular testing and potential environmental assessment capabilities. Potential vendors will need to demonstrate expertise in eDNA analysis, molecular biology techniques, and potentially specialized equipment for environmental sampling and testing. The contract opportunity indicates a need for precise scientific methodologies and potentially advanced laboratory capabilities to conduct comprehensive environmental DNA testing. Prospective bidders should carefully review the full request for proposal (RFP) documentation to understand the complete scope of required services, submission protocols, and evaluation criteria.
Based on the limited information provided, it is unclear whether specific set-aside designations or vendor restrictions are in place for this contract opportunity. The procurement does not explicitly indicate preferences for disadvantaged business enterprises or small business participation. Without additional context, potential bidders should assume standard state procurement regulations will apply. The contract does not specify an incumbent vendor or provide explicit budget ranges for the proposed services. Interested vendors should anticipate potential integration requirements with existing ITD infrastructure and be prepared to demonstrate technical compatibility with current environmental testing protocols. Potential respondents should also be prepared to provide comprehensive documentation of their molecular testing capabilities, scientific methodologies, and relevant experience in eDNA analysis. Careful attention to the detailed RFP requirements will be crucial for successful proposal preparation.
Opportunity text
The Idaho Department of Agriculture has requested an exemption from competition for the purchase of Environmental DNA (eDNA) Molecular Testing Services. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
