About this opportunity
The Idaho State Department of Agriculture is seeking Environmental DNA (eDNA) Molecular Testing Services for the 2025 Season through a potential exemption from competitive procurement. The agency has requested a waiver from standard competitive bidding processes, which is subject to approval by the Department of Purchasing (DOP) Administrator. The specific molecular testing services appear to focus on environmental DNA analysis, though precise technical details are not fully elaborated in the provided documentation. The procurement opportunity is currently in a unique phase where potential suppliers are invited to provide supplemental information that could either support or challenge the agency's claim that a competitive process would be impractical or disadvantageous. Interested suppliers must submit their supporting or contradictory information through the IPRO system's Supplier Attachments section or via email to purchasing@adm.idaho.gov by the closing date of August 28, 2025. The submission must provide relevant context that could influence the DOP Administrator's discretionary decision regarding the competition exemption.
No specific set-aside designations, disadvantaged enterprise requirements, or incumbent vendor information are explicitly stated in the procurement notice. The document does not outline a specific budget range or award value for the eDNA Molecular Testing Services. While the opportunity is open to suppliers, the procurement process appears highly flexible, with the DOP Administrator retaining full discretion in determining whether to grant the competition exemption. Suppliers are essentially being asked to participate in an informational submission process that could potentially impact the procurement method. The lack of detailed specifications suggests that the agency is seeking maximum flexibility in obtaining these specialized molecular testing services. Potential respondents should carefully review the attached documentation in the IPRO system and prepare concise, substantive information that addresses the practicality and potential advantages or disadvantages of a competitive procurement process.
Opportunity text
The Idaho State Department of Agriculture has requested an exemption from competition for the purchase of Environmental DNA (eDNA) Molecular Testing Services for 2025 Season. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
