About this opportunity

The Idaho Military Division is seeking an exemption from competition to procure an Emergency Communication services platform known as Alertsense without a full competitive bidding process. The procurement type is a request for exemption from competition, which would allow the state to bypass standard competitive procedures if the Department of Operations (DOP) Administrator approves the exemption request. The primary deliverable is access to and implementation of the Alertsense emergency communication services platform, which serves as a critical infrastructure tool for emergency response and communications management. The key objective is to establish or maintain emergency communication capabilities through this specific platform. The state is inviting suppliers and interested parties to provide information supporting or contradicting the agency's claim that competition would be impractical, unreasonable, or disadvantageous under the circumstances. All submissions must be made through the IPRO system or via email to purchasing@adm.idaho.gov, with a firm deadline of March 20, 2026. The posting date was March 17, 2026, providing a three-day window for interested parties to submit relevant information.

The opportunity does not specify set-aside designations or restrictions limiting responses to particular categories of organizations based on disadvantaged enterprise status or other classifications. No incumbent vendor information or current contractor details are provided in the posting. The procurement does not disclose specific budget ranges, award values, or contract terms. The posting emphasizes that the exemption from competition is discretionary and remains at the sole discretion of the DOP Administrator, with suppliers having no right to appeal the administrator's final decision. The state's invitation for supplier input on the exemption request is framed as a transparency measure rather than a guarantee of consideration or bid opportunity.
