About this opportunity
The Idaho Department of Health and Welfare is seeking Designated Examiner Services through a potential exemption from competitive procurement processes. This opportunity, posted on January 16, 2026, with responses due by January 22, 2026, involves the acquisition of specialized professional services likely related to medical or mental health examinations. The Department of Public (DOP) Administration is considering granting an exemption that would allow direct procurement without standard competitive bidding. Potential suppliers are invited to submit information that could help or challenge the agency's claim that a competitive process would be impractical or disadvantageous. Interested vendors must submit their response either by attaching documentation in the IPRO system's Supplier Attachments section or by emailing purchasing@adm.idaho.gov. The submission must provide substantive information that could influence the DOP Administrator's discretionary decision regarding the competition exemption.
While specific set-aside designations are not explicitly detailed in the opportunity, the procurement process appears open to qualified suppliers who can provide insights into the Designated Examiner Services. The opportunity emphasizes transparency, allowing potential vendors to participate in the exemption review process, though the Administrator retains final decisional authority. No incumbent vendors or specific budget ranges are mentioned in the current documentation. The procurement is structured to allow vendor input without guaranteeing a competitive bidding process, which suggests the State of Idaho is seeking flexible procurement options for these specialized services. Vendors should carefully review the attached agency request in the IPRO system and prepare submissions that comprehensively address the potential advantages or disadvantages of a competitive procurement approach for these particular services.
Opportunity text
The Idaho Department of Health and Welfare has requested an exemption from competition for the purchase of Designated Examiner Services. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
