About this opportunity
The state of Idaho, specifically the Division of Information Technology Services (ITS) located in Ada County, is seeking a one-time exemption to procure a specialized portable industrial cooling unit for its critical Chinden campus data center. The procurement is urgent and targeted at addressing an immediate infrastructure need, with the primary objective of providing redundant cooling capabilities for a data center that supports over 60 state agencies. The goods being procured include a rental cooling unit from the sole local vendor, 1 Source Portable Cooling, with an initial installation cost of $12,000 and ongoing monthly rental of $3,000 until a permanent replacement can be installed through a separate Department of Public Works project expected to be completed by March or April 2025. The exemption request is driven by the imminent failure of existing cooling units originally installed in 1991, which protect over $30 million in critical technological infrastructure. The procurement is time-sensitive, with the potential for a statewide operational crisis if the remaining cooling unit fails.
While this specific opportunity appears to be a targeted, emergency procurement without traditional competitive bidding, there are no explicit set-aside designations or restrictions on vendor types mentioned in the documentation. The procurement is unique in that it represents a sole-source acquisition due to the specialized nature of the equipment and the urgent operational requirements. The rental arrangement with 1 Source Portable Cooling represents the only viable solution to prevent potential data center shutdown. The total anticipated cost for this interim solution appears to be approximately $48,000 through the expected completion of the permanent replacement project in early 2025. No incumbent vendors or specific integration requirements beyond the cooling unit installation are detailed in the provided documentation. The procurement is being handled directly by the Idaho Division of Information Technology Services, with implied approval from the Division of Purchasing.
Opportunity text
The Idaho Information Technology Services has requested an exemption from competition for the purchase of a Data Center Cooling Unit. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
