About this opportunity
The Idaho Office of Drug Policy (DOP) is seeking an exemption from competitive procurement for an annual subscription and support of Neighborly, a web-based Grants Management System. This procurement involves obtaining a fully functional software platform designed to manage grant-related administrative processes. The contract opportunity was posted on August 25, 2025, with a response deadline of August 28, 2025. Potential suppliers are invited to provide information that may support or challenge the agency's claim that a competitive procurement process would be impractical or disadvantageous. The DOP is requesting stakeholders to review the exemption request and submit relevant feedback through the IPRO system or via email to purchasing@adm.idaho.gov. Interested parties must submit their information prior to the closing date to be considered by the DOP Administrator, who retains discretionary authority to approve the exemption.
While the solicitation does not explicitly specify set-aside designations or vendor restrictions, the procurement appears to be a direct software subscription for a specialized grants management solution. No incumbent vendor information or specific budget range is disclosed in the available documentation. The exemption request suggests the software has unique capabilities that may justify a non-competitive procurement approach. Potential suppliers are encouraged to provide context that could influence the Administrator's decision regarding the competition exemption. The procurement is specifically for the Idaho Office of Drug Policy and appears focused on obtaining a specialized technological solution to streamline grant management processes. The ultimate decision on the exemption remains at the sole discretion of the DOP Administrator, with no formal appeal mechanism for suppliers.
