About this opportunity
The state contract opportunity, identified by ID 675306c6040dc0b78b0db062, is a procurement initiative for the Idaho State Liquor Division (ISLD) focused on intrastate, outbound freight delivery services. The primary objective is to secure a vendor capable of transporting distilled spirits and supporting operational materials for the state's liquor distribution network. EFC - AlertSense dba Konexus is the named contract opportunity, indicating a potential incumbent or preferred vendor. The procurement is specifically targeted at establishing a reliable logistics and transportation solution for the ISLD's distribution requirements. The contract was posted on December 5, 2024, with a proposal submission deadline of December 10, 2024, presenting a relatively short window for potential bidders to prepare and submit their responses. Vendors interested in this opportunity will need to demonstrate robust freight delivery capabilities, comprehensive logistics management, and the ability to handle specialized alcohol distribution requirements.
While specific set-aside designations are not explicitly outlined in the available information, potential bidders should be prepared to meet stringent state-level transportation and alcohol distribution regulations. The contract appears to be open to qualified logistics and transportation companies with specific expertise in handling regulated freight, particularly alcoholic beverages. No specific budget range or award value is provided in the current documentation. The involvement of AlertSense dba Konexus suggests there might be existing technological infrastructure or specialized delivery systems that a new contractor would need to integrate or compatibility with which they must demonstrate. Prospective vendors should be prepared to provide detailed operational plans, proof of compliance with state transportation regulations, and evidence of their capacity to manage intrastate freight delivery for a state liquor distribution agency.

The Idaho Department of Administration has requested an exemption from competition for the purchase of Emergency Notification System from Konexus. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
