About this opportunity

The County of Orange Probation Department is issuing a Request for Proposal (RFP) to procure college educational services for youth in custody at Juvenile Hall and related facilities, including the Youth Guidance Center, Youth Leadership Academy, and Multipurpose Rehabilitation Center. The procurement seeks qualified respondents to develop, implement, and support offsite college courses in both onsite classroom and online formats for approximately 400 youth adjudicated under Welfare and Institutions Code Section 707(b) and other youth under Probation supervision, with services driven by Senate Bill 823 requirements. Respondents must maintain valid accreditation to offer transferable courses through CSU, UC, or possess Western Association of Schools and Colleges accreditation, and must demonstrate a minimum of two years of consecutive, recent experience developing and implementing offsite college courses. The contract will operate on a firm fixed-fee basis for unit-cost classes ranging from one to five units, with all costs including supplies and materials submitted as lump-sum line items. The evaluation process consists of Phase 1 written response scoring (600 points maximum) across five criteria—Knowledge and Experience (150 points), Proposed Staffing (125 points), Service Delivery (200 points), Service Cost (100 points), and Compliance with County Model Contract (25 points)—followed by Phase 2 presentations (400 points maximum) at the County's discretion. A non-mandatory pre-submittal meeting is scheduled for April 21, 2026, at 10:00 a.m. via Microsoft Teams, questions must be submitted by May 5, 2026, at 3:00 p.m., and proposals must be submitted electronically via the County's eProcurement Portal by May 15, 2026, at 3:00 p.m. The initial contract term is three years with a potential two-year renewal option, and all proposals must remain valid for 365 calendar days from the closing date.

The County offers a five percent cost deduction for respondents certified as Orange County Local Small Businesses (OCLSB) or Disabled Veteran Business Enterprises (DVBE), with an eight percent preference for businesses certified as both. Respondents must provide five references, including at least three from public sector entities comparable to the County of Orange, from work performed within the past five years, and must possess valid D-U-N-S and UEI numbers, California Secretary of State registration, and compliance with the California Political Reform Act and Levine Act campaign contribution disclosure requirements. Prior to commencing services, the contractor and all assigned employees must pass the Probation Department's background investigation, including fingerprinting and criminal record checks, and must comply with federally mandated forms including FBI Criminal Justice Information Services Security Addendum and Prison Rape Elimination Act certification. The contractor must carry comprehensive insurance coverage including General Liability ($1,000,000 per occurrence; $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), Employers Liability ($1,000,000), Network Security and Privacy Liability ($1,000,000), and Professional Liability ($1,000,000). The contract is structured with firm fixed-fee pricing as the sole compensation mechanism, with the County retaining sole discretion to determine which youth receive services and to refer eligible youth to the contractor without guarantee of usage quantities. The specific budget or award value is not disclosed in the available RFP documents; pricing will be evaluated through the ratio method as part of the 100-point Service Cost criterion.
