About this opportunity
The Commonwealth of Kentucky, on behalf of the Kentucky Board of Auctioneers, is soliciting proposals for education consultant services under RFP 677 2700000096, with written questions due November 9, 2026 at 2:00 p.m. and proposals due November 30, 2026 at 2:00 p.m. The contractor must be registered with the Kentucky Secretary of State and comply with Kentucky statutes and regulations, including tax, employment, nondiscrimination, and conflict-of-interest requirements. Mandatory submittals are a resume or curriculum vitae, a description of experience developing or reviewing professional licensing examinations, a work product example, and a letter of recommendation.
The consultant will respond to examination and continuing education questions, review and revise examination and study guide materials, coordinate with Board staff and counsel, attend meetings as requested, maintain confidentiality of examination materials, and submit monthly invoices. Proposals must be submitted electronically through the Kentucky Vendor Self Service System in three separate parts: Technical Proposal, Cost Proposal, and Proprietary Information.
The anticipated term runs from December 15, 2026 through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods. No contract value is stated. Pricing appears only in the Cost Proposal, which requires total hours available, hourly rate, travel costs, and miscellaneous expenses. Payment is due within 30 working days of invoice receipt and acceptance of services.
Evaluation totals 500 points: Technical Proposal (300 points), Cost Proposal (100 points), and optional oral presentations or demonstrations (100 points) at the Commonwealth's discretion. Within the Technical Proposal, evaluators score experience with Kentucky Board of Auctioneers statutes and regulations, experience serving on related boards or organizations, and experience as a Kentucky Board of Auctioneers licensee, each at 100 points.
