About this opportunity
The City of Austin is requesting proposals for education, cleanup, restoration, and beautification services under RFP 1500 RGW3015, with proposals due November 3, 2026 at 2:00 p.m. CST and offer opening at 3:00 p.m. CST the same day. Local Business Preference (up to 10 points) and Small Business Preference (up to 10 points) apply, with point allocations varying by total proposal value.
The scope encompasses community education initiatives, ecological restoration projects in Central Texas riparian areas, volunteer-led cleanup and beautification efforts, and related outreach activities managed by Austin Resource Recovery and Austin Watershed Protection. Contractors must demonstrate capacity to deliver environmental stewardship programs and public improvement initiatives across multiple city programs and resources.
Evaluation is weighted across six criteria: Project Concept and Approach (30 points), Offeror Experience and Personnel (20 points), Sample Documents (15 points), Price (15 points), Local Business Preference (up to 10 points), and Small Business Preference (up to 10 points), for a total of up to 100 points. Awards will be made to the highest-rated proposer(s), with potential for multiple contract awards. The contract will commence upon execution and continue until all obligations are performed, with City option to extend beyond the initial term. No minimum order quantities apply under the indefinite quantity structure.
Prices proposed must remain firm for the first 12 months, after which economic price adjustments may be requested annually, not to exceed 15 percent for any single line item. All contractors must complete wage theft training within 30 days of contract award per Austin City Code Chapter 4-22 and comply with Minority-Owned Business Enterprise and Women-Owned Business Enterprise requirements if applicable. Offers must remain valid for 180 calendar days following the RFP closing date. Questions are due October 23, 2026 at 5:00 p.m. CST. No mandatory site visits or bidders' conferences are indicated, though the City reserves the right to hold them if necessary.
