About this opportunity
The California State Controller's Office (SCO) is issuing an Invitation for Bid (IFB) to procure printing and delivery services for custom envelopes. The procurement requires a qualified contractor to provide contract management, printing, and delivery of 256,500 #2 Custom Envelopes (3" x 7") and 18,000 #90 Custom Envelopes (9" x 12"). All envelopes must be printed on recycled white wove 24-pound paper with 30 percent postconsumer waste content, feature PMS Reflex Blue printing, include the State Controller's seal and return address, and incorporate security tinting. The contractor must submit one envelope proof in PDF format and a color stock sample for SCO review within three business days of agreement execution, followed by delivery of test samples within 30 days. The contractor must ensure compatibility with SCO production equipment including Pitney Bowes and Bell & Howell machinery, and maintain compliance with California's Buy Recycled Campaign requirements. Bidders must submit proposals by February 5, 2026, at 2:00 p.m. PT in two separate emails, with cost opening on February 11, 2026, and a proposed award date of February 19, 2026. The one-year agreement is estimated to begin March 1, 2025, with pricing structured as per-thousand rates for each envelope type submitted on the Cost Worksheet (Attachment 15). Award will be based on lowest total cost evaluation.
Bidders must meet specific eligibility requirements, including being in business for at least three years, maintaining a valid California business license or equivalent out-of-state documentation, and carrying commercial general liability insurance with $1 million per occurrence limits, workers' compensation coverage, and automobile liability insurance of $1 million combined single limit. A minimum three percent Disabled Veteran Business Enterprise (DVBE) participation requirement applies, with optional DVBE incentives of up to five percent available. Small Business (SB) preference of five percent is available for certified small businesses or non-small businesses with 25 percent SB subcontractor participation, with a combined preference and incentive cap of 15 percent or $100,000, whichever is less. The contractor assumes responsibility for all production costs, quality control, and postconsumer recycled-content certification. No incumbent vendor or budget range has been specified in the procurement documents.
