About this opportunity
The Municipal Authority of the Borough of Edinboro in Erie County, Pennsylvania, is soliciting sealed bids for the Edinboro Wastewater Treatment Plant Phase II Improvements through two separate contract packages: Contract No. 2025-01 for General/Mechanical Construction and Contract No. 2025-02 for Electrical Construction. The project involves comprehensive upgrades to the existing wastewater treatment facility, including installation of new screening equipment, pump stations, electrical systems, control systems, and facility modifications to improve overall efficiency and capacity. Sealed bids will be received online via the PennBid Program until 10:00 A.M. local time on Monday, November 3, 2025, with bid documents available at no cost through https://pennbid.bonfirehub.com. Bidders cannot withdraw their proposals for 140 days after the bid opening, and must submit an E-Verify Program Verification in compliance with the Public Works Employment Verification Act.
The procurement is funded through multiple sources, including PennVest and federal funds, which necessitates compliance with specific regulatory requirements such as Davis-Bacon wage rates and provisions for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation. Contractors must demonstrate compliance with federal employment verification standards and be prepared to meet comprehensive federal and state regulatory requirements. While specific budget ranges are not explicitly stated, the project involves significant infrastructure improvements that suggest a substantial investment in municipal wastewater treatment capabilities. The project appears to be open to qualified contractors who can meet the technical specifications, regulatory compliance requirements, and demonstrate experience in municipal wastewater treatment plant improvements. Bidders must carefully review the comprehensive bid specifications available through KLH Engineers, Inc. in Pittsburgh and the Municipal Authority Office, with particular attention to the detailed technical requirements and federal funding compliance regulations.
