About this opportunity

The California Department of Transportation (Caltrans) is issuing a Request for Quotation for Information Technology Services (RFQ-ITS) to procure maintenance and support services for the Caltrans EDI Translation System, including the Utility Payment Section, Electronic Data Interchange translation software, customized software, translation software maintenance agreements, and Value-Added Network (VAN) services. The contractor shall provide all necessary labor, tools, materials, supplies, parts, equipment, travel, and incidentals to support invoice payment processing of energy usage expenses for three utility trading partners: Pacific Gas & Electric, Southern California Edison, and San Diego Gas & Electric. The estimated contract term is two years, commencing June 15, 2026, and expiring June 14, 2028, with an optional amendment allowing extension up to an additional twelve months with a value increase up to $50,000. Services shall be provided during standard business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding state holidays. The due date for bid submission is June 2, 2026, at 2:00 p.m., with bid opening via teleconference that same day at 2:00 p.m. Questions regarding the solicitation must be submitted by May 21, 2026, at 2:00 p.m., with Caltrans providing responses by May 22, 2026. All bidders must submit required documentation including cost sheets, cover letters, technical narratives, company references, resumes, confidentiality statements, payee data records, and civil rights certifications. The cost sheet requires bidders to provide unit prices for VAN services (estimated 1,300,000 kilobytes over two years), monthly VAN account fees (24 months), EDI translation and customized software maintenance agreements (two years), and unanticipated work up to 10 percent of items one through three. Caltrans will award the contract to the lowest responsible bidder meeting all specifications without rate negotiations.

Subcontracting is not permitted under this agreement, and the procurement is governed by the Department of General Services Procurement Division Information Technology General Provisions Non-Cloud Goods and Services (DGS PD 403-ITGP). No specific set-aside designations for disadvantaged enterprises are identified in the solicitation materials. The contractor must maintain specified insurance coverage including commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000, and workers' compensation with employer's liability limits of $1,000,000. Pre-award audits may be conducted to verify accounting systems, financial capability, and cost reasonableness. The estimated total contract value is $106,429.00, which represents the maximum dollar amount Caltrans will pay for the two-year initial term. No incumbent vendor or existing contractor information is referenced in the solicitation materials.
