About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis City jurisdiction, is conducting a Single Feasible Source (SFS) solicitation for NEMA EDI Conflict Monitors, specifically the MMU2-16LEip model, with MoboTrex of Davenport, IA identified as the sole authorized distributor. The procurement is unique because approximately 85% of MoDOT's current traffic signals (over 1,050 units) are already equipped with this specific brand and model, necessitating compatibility for programming and automatic data transfer capabilities. The solicitation covers product supply, service, warranty, and repair services for these conflict monitors, with a critical requirement that only authorized providers can service the equipment to maintain warranty validity. The procurement period runs from July 25, 2024, to August 1, 2024, with electronic submissions preferred through the MissouriBUYS eProcurement system and bids due by 10:00 AM CDT on August 1, 2024. Evaluation criteria will focus on MoboTrex's ability to provide fully compatible products and services that meet MoDOT's existing infrastructure requirements, with pricing to be assessed on a lowest and best bid basis.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), specifically seeking 10% MBE and 5% WBE participation through subcontractors, suppliers, joint ventures, or other meaningful arrangements. For commodity purchases over $25,000, the solicitation invokes Buy American Act provisions, offering a 10% price preference for American-made products. The contract will be valid for one calendar year, with Free On Board Destination delivery terms and Net 30 payment terms. Vendors must maintain adequate liability insurance, with the Missouri Highways and Transportation Commission (MHTC) and MoDOT to be named as additional insureds. While no specific total contract value is provided, the solicitation indicates that purchases over $5,000 will require additional notice, and those exceeding $25,000 will be subject to more extensive advertising and procurement requirements. The sole source determination is justified by the proprietary nature of the equipment, the need to maintain system compatibility, and the potential for unauthorized repairs to void manufacturer warranties.

Opportunity text

The Missouri Department of Transportation, St. Louis has determined that only MoboTrex of Davenport, IA, is the sole authorized distributor for product, service, warranty and repair of NEMA EDI Conflict Monitors, MMU2-16LEip and can provide service/repairs for existing products already installed. The majority (85%) of MoDOT current traffic signals (1,050+) are equipped with this brand and model and as such we need these units for compatible reasons, programming reasons and to support the automatic transfer of the programming data without the need for manual entries to complete the process. Repairs by unauthorized repair facilities could void any warranty and/or functionally responsibility on the part of the respective manufacturer. These specific products and/or services have been documented as fully and absolutely compatible with all current systems. This notice shall meet the single feasible source requirements for one calendar year and in association with the needs described.
