About this opportunity

The Missouri Department of Transportation (MoDOT), specifically for the St. Louis jurisdiction, is conducting a Single Feasible Source (SFS) solicitation for EDI Conflict Monitors, specifically the NEMA EDI Conflict Monitors, model MMU2-16LEip. The solicitation, numbered SFS605SL24000123, seeks to establish MoboTrex of Davenport, IA, as the sole authorized distributor for these proprietary traffic signal monitoring devices. MoDOT requires these specific units because approximately 85% of their current 1,050+ traffic signals are already equipped with this brand and model, necessitating compatibility for programming and automatic data transfer functionality. The procurement objectives include obtaining products, services, warranties, and repairs that can seamlessly integrate with existing infrastructure without manual data entry. The solicitation period runs from July 21, 2023, to August 1, 2023, with electronic submissions required through the MissouriBUYS Statewide eProcurement System. Evaluation criteria will focus on pricing, vendor responsibility, and compliance with mandatory specifications, with MoDOT reserving the right to negotiate or reject any bids.

The solicitation encourages 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation through subcontractors, suppliers, or joint ventures, though these are not strict set-aside requirements. MoboTrex is identified as the incumbent and sole source vendor, with no competitive bidding permitted due to the proprietary nature of the equipment. The existing infrastructure consists of over 1,050 traffic signals already using the MMU2-16LEip model, which creates a strong justification for maintaining system compatibility. While no specific total contract value is provided, the solicitation indicates the contract will be valid for one calendar year with Free On Board Destination delivery and Net 30 days payment terms. Vendors must provide proof of adequate liability insurance, naming the Missouri Highways and Transportation Commission (MHTC) and MoDOT as additional insured parties. The procurement follows specific state regulations, including 7 CSR 10-11.020, which allows for single feasible source procurement when supplies are proprietary and only available from a single distributor.

The majority (85%) of MoDOT current traffic signals (1,050+) are equipped with this brand and model and as such we need these units for compatible reasons, programming reasons and to support the automatic transfer of the programming data without the need for manual entries to complete the process. These specific products and/or services have been documented as fully and absolutely compatible with all current systems. This notice shall meet the single feasible source requirements for one calendar year and in association with the needs described.
