About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis division, is conducting a Single Feasible Source (SFS) solicitation for NEMA EDI Conflict Monitors, model MMU2-16LEip. This procurement is uniquely focused on MoboTrex of Davenport, IA, as the sole authorized distributor for these specialized traffic signal monitoring devices. Currently, 85% of MoDOT's 1,050+ traffic signals are already equipped with this specific brand and model, necessitating continued compatibility and standardization. The procurement seeks to acquire these conflict monitors for critical purposes including system compatibility, programming requirements, and automatic transfer of programming data without manual entries. The solicitation period runs from July 18, 2022 to July 25, 2022, with a contract term spanning from July 20, 2022 to July 19, 2023. Evaluation criteria will focus on pricing, compliance with mandatory requirements, and the vendor's ability to meet MoDOT's specific technical needs. Electronic submissions through the MissouriBUYS eProcurement system are required, with potential hard copy submissions permitted only with prior buyer approval.

While no strict set-aside designations are mandated, the solicitation encourages 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) participation through subcontractors, suppliers, joint ventures, or other meaningful arrangements. The current and prospective vendor is exclusively MoboTrex, with the procurement justified by the proprietary nature of the equipment and the need to maintain existing system warranties and functionality. Existing infrastructure consists of over 1,050 traffic signals already utilizing this specific EDI Conflict Monitor model, which requires precise compatibility and integration. Repairs by unauthorized facilities could potentially void existing warranties, making MoboTrex the critical sole source provider. Payment terms are established as Net 30 Days with Free on Board Destination delivery, though no specific total contract value or budget range was explicitly detailed in the solicitation documents. MoDOT reserves the right to reject any and all bids and to make awards on an item, group, or all-or-none basis.
