About this opportunity
The Missouri Department of Transportation (MoDOT) in St. Louis is conducting a single feasible source (SFS) procurement for EDI Conflict Monitors, specifically the NEMA MMU2-16LEip model. This solicitation (SFS605SL21001931) identifies MoboTrex of Davenport, IA as the sole authorized distributor for these specialized traffic signal monitoring units. The procurement covers product procurement, service, warranty, and repair services, with a critical requirement that the monitors be compatible with existing infrastructure, as 85% of MoDOT's current traffic signals (over 1,050) are already equipped with this brand and model. The solicitation period runs from April 27, 2021, to May 4, 2021, with a contract term from May 4, 2021, to May 3, 2022. Vendor responses must be submitted electronically through the MissouriBUYS eProcurement system by May 4, 2021, at 10:00 AM CDT, with key objectives including maintaining system compatibility, supporting automatic programming data transfer, and ensuring warranty validity through authorized service providers.
There are no specific set-aside designations or restrictions on responding organizations mentioned in the solicitation documents. The procurement is effectively limited to MoboTrex due to the single feasible source determination, which is justified by the proprietary nature of the equipment and the need for compatibility with existing systems. No incumbent vendors are identified, and no specific budget range or award value is provided in the documents. The procurement follows Missouri Code of State Regulation 7 CSR 10-11.020, which requires public notice for purchases over $5,000 and additional advertising for purchases over $25,000. The delivery terms are Free On Board (FOB) Destination with Net 30 Days payment terms. MoDOT emphasizes that repairs by unauthorized facilities could void warranties and manufacturer responsibilities, further reinforcing the need for MoboTrex as the sole service provider.
