About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis division, is conducting a Single Feasible Source (SFS) procurement for NEMA EDI Conflict Monitors, model MMU2-16LEip, with MoboTrex of Davenport, IA identified as the sole authorized distributor. This procurement is critical for MoDOT's traffic signal infrastructure, as 85% of their current traffic signals (over 1,050 total) are already equipped with this specific brand and model. The goods being procured include both the conflict monitors and associated service, warranty, and repair capabilities, with key objectives centered on maintaining system compatibility, supporting automatic programming data transfer, and ensuring ongoing warranty validity. The solicitation was open from March 2, 2020, to March 7, 2020, with a subsequent contract period from March 7, 2020, to March 6, 2021. MoDOT requires these units to support existing traffic signal programming needs and to prevent potential warranty complications that could arise from using unauthorized repair facilities. Submission requirements included electronic submission through the MissouriBUYS eProcurement system, with hard copy responses also accepted.

There are no specific set-aside designations or restrictions on organizational respondents mentioned in the solicitation documents. The procurement is a sole source determination based on MoboTrex being the exclusive authorized distributor, with no indication of disadvantaged enterprise requirements or participation goals. While MoboTrex is the incumbent and only permitted vendor for this specific procurement, no explicit pricing information or total contract value is provided in the documents. The existing infrastructure comprises over 1,050 traffic signals currently using the MMU2-16LEip model, necessitating continued use of compatible equipment. Delivery terms are specified as Free On Board Destination, with payment terms of Net 30 Days. The single feasible source determination is justified under Missouri Code of State Regulations, specifically provisions that allow such procurement when supplies are proprietary, only available from a single distributor, or when past experience indicates only one distributor can service the region effectively.

Opportunity text

The Missouri Department of Transportation, St. Louis has determined that only MoboTrex of Davenport, IA, is the sole authorized distributor for product, service, warranty and repair of NEMA EDI Conflict Monitors, MMU2-16LEip and can provide service/repairs for existing products already installed. The majority (85%) of MoDOT current traffic signals (1,050+) are equipped with this brand and model and as such we need these units for compatible reasons, programming reasons and to support the automatic transfer of the programming data without the need for manual entries to complete the process. Repairs by unauthorized repair facilities could void any warranty and/or functionally responsibility on the part of the respective manufacturer. These specific products and/or services have been documented as fully and absolutely compatible with all current systems. This notice shall meet the single feasible source requirements for one calendar year and in association with the needs described.
