About this opportunity
The Missouri Department of Transportation (MoDOT), specifically the St. Louis division, is conducting a Single Feasible Source (SFS) procurement for EDI Conflict Monitors, specifically the NEMA MMU2-16LEip model. MoboTrex of Davenport, IA has been identified as the sole authorized distributor for these products, which are critical for MoDOT's traffic signal infrastructure. The procurement covers product supply, service, warranty, and repair for these conflict monitors, which are currently installed in approximately 85% (over 1,050) of MoDOT's existing traffic signals. The solicitation is designed to ensure compatibility, programming continuity, and automatic data transfer capabilities without manual entry requirements. The procurement period runs from November 9, 2018, to November 16, 2018, with a contract term from November 16, 2018, to November 15, 2019. Responses could be submitted electronically through the MissouriBUYS system or via hard copy, with the submission deadline set for November 16, 2018, at 2:00 PM CST.
No specific set-aside designations or restrictions on responding organizations were mentioned in the solicitation documents. The procurement is structured as a single feasible source contract, meaning MoboTrex is the only vendor capable of providing these specific EDI Conflict Monitors with full compatibility and warranty maintenance. The existing infrastructure comprises over 1,050 traffic signals already equipped with the MoboTrex brand and model, which necessitates continued use of these specific units. While no precise award value was explicitly stated, the documents indicate that purchases over $5,000 require public notice, and purchases over $25,000 may require additional advertising. The delivery terms are specified as Free On Board Destination, with payment terms to be vendor-specified. The solicitation emphasizes that repairs by unauthorized facilities could void warranties and manufacturer responsibilities, further justifying the single source determination.
