About this opportunity
The California Department of Transportation (Caltrans), specifically District 7, is conducting a competitive Request for Quote (RFQ) for 229 units of Digital Barriers EdgeVis EVVR4 Video Router devices with 1 TB capacity to support traffic management infrastructure for the 2028 Summer Olympic Games in Los Angeles County. These edge video compression devices are critical for improving public safety and traffic management by enabling efficient streaming of high-bandwidth video from CCTV cameras along game route networks, reducing data transmission costs, and ensuring real-time traffic visibility through platforms like QuickMap. The solicitation was released on December 9, 2025, with written questions due by September 16, 2025, at 5:00 PM, and quote submissions due by September 23, 2025, at 5:00 PM. The Notice of Intent to Award is anticipated on January 6, 2026, with delivery required as soon as possible following order receipt. Evaluation criteria include lowest total quote, which encompasses unit price, sales tax, and shipping charges, with quotes remaining valid for 60 days from the due date. Bids must be submitted to Debra Rossaro at 1727 30th Street, Sacramento, CA 95816, with delivery FOB Destination and freight prepaid to 2901 W Broadway, Los Angeles, CA 90041.
The procurement includes set-asides and preferences for Microbusinesses (MB), Small Businesses (SB), Disabled Veteran Business Enterprises (DVBE), and Disadvantaged Business Enterprises (DBE), with specific documentation requirements for claiming such status. Bidders seeking these designations must submit the Bidder Declaration Form (GSPD-05-105), Commercially Useful Function Certification Form (ADM 3025), and potentially the Disabled Veteran Business Enterprise Declaration (STD 843). A five percent preference will be applied for certified Small Businesses or Microbusinesses, with non-certified businesses eligible if they subcontract at least 25% of the net bid price to certified SBs. Additionally, a five percent DVBE incentive will be evaluated for bids utilizing DGS-certified DVBE firms. Comprehensive security and privacy requirements are mandated, including data encryption (AES 256-bit), endpoint protection, multi-factor authentication, and mandatory cyber risk assessments every two years. Contractors must also disclose any use of Generative Artificial Intelligence (GenAI) in service delivery, with potential disqualification for non-disclosure. While a specific contract value is not explicitly stated, the procurement involves IT goods exceeding $50,000 and is critical infrastructure for the 2028 Summer Olympic Games.
Opportunity text
As part of District 7's (07) efforts to support the 2028 Summer Olympic Games (LA28), we are requesting Edge Video Compression devices for installation at CCTV locations along game route network. These devices are essential for improving traffic management and public safety. These items are needed to support D7's traffic management activities for the LA28 Summer Olympics as Los Angeles will host many games during this event. These devices enable the efficient streaming of high-bandwidth video from CCTV cameras, reducing data transmission costs and ensuring reliable operation. This allows TMC and Caltrans to provide real-time traffic visibility on public platfonns like QuickMap, facilitating timely updates for visitors. Without them, the newly installed cameras would not operate efficiently, which would hinder real-time traffic visibility.
