About this opportunity
The State of Michigan, through the Department of Technology, Management & Budget, is soliciting bids for the production of ED-4T approval tags for ballot containers on behalf of Grand Traverse County and multiple Lansing City jurisdictions. The procurement requires the manufacture of approval tags with finished dimensions of 1.5 inches by 11 inches, printed on white Tyvek material using PMS 300 ink on one side, with die-cut 2-inch notches positioned 0.5 inches from the top and bottom edges. Each tag must include a 0.75-inch by 1.5-inch De-tape strip with permanent adhesive and removable liner applied according to provided specifications, with products rubber-banded in groups of 50 at two locations and packed in cartons at 30 pounds per carton. Bidders must submit electronic files and one hard copy proof for approval with the adhesive strip in place, and all materials become the property of the State of Michigan upon delivery. The evaluation will be based on best price and value rather than lowest bid alone, and the department reserves the right to reject bids demonstrating past quality concerns or inability to meet stated requirements. The bid submission deadline is November 14, 2017, with the posting date of November 9, 2017.
Only vendors with pre-qualification status through the State of Michigan's Print & Mail Management program are eligible to submit bids on this opportunity. Pre-qualification requires approximately one week of processing time and can be initiated by contacting designated PMM representatives; interested vendors must also maintain state registration and accept electronic funds transfer payments. All bids must be submitted online and include complete costs with freight charges to the General Services Building dock in Lansing, Michigan, with terms of F.O.B. Destination, prepaid, and all shipments must comply with strict specifications regarding palletization, labeling, and carton preparation as outlined in the Terms and Conditions document. No incumbent vendors, set-asides for disadvantaged enterprises, or specific budget ranges are identified in the available procurement documents. Invoices must be submitted to Scott Barclay at the General Services Building address or via email in addition to entry into the state's VSS system, and vendors should note that the General Services Building dock operates Monday through Friday from 8:00 a.m. to 3:30 p.m. and is closed on standard holidays.
