About this opportunity
The Missouri Highways and Transportation Commission (MHTC) and Missouri Department of Transportation (MoDOT) are seeking proposals for Economic Impact Analysis, Benefit Cost Analysis, and Grant Application Writing Services through a Request for Proposal (RFP) with solicitation number RFP605CO24001118. The contract aims to secure a qualified firm to provide comprehensive economic analysis services using nationally recognized economic modeling systems such as REMI Policy Insight, TranSight, and/or TREDIS. Offerors must be capable of producing detailed analyses covering both the investment phase (construction and engineering) and the operational phase of transportation projects, with projections extending at least 20 years. The evaluation criteria will assess proposals on a 100-point scale, with 25 points for method of performance, 20 points for organizational experience, 15 points for organizational staffing, 10 points for overall clarity and quality, and 30 points for proposed fee. Proposals must be submitted electronically through MissouriBUYS or via hard copy (with prior approval) by January 9, 2024, at 2:00 PM Central Time, with vendor questions accepted through December 20, 2023. The contract period will run from execution through December 31, 2026, with two optional one-year renewal periods.
The RFP encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with target participation goals of 10% MBE and 5% WBE through subcontractors, suppliers, joint ventures, or other arrangements. Vendors must maintain specific insurance coverages, including general liability ($500,000 per person/$4,000,000 per occurrence), business automobile liability with the same limits, and workers' compensation coverage with $1,000,000 employer's liability insurance. The successful offeror will be responsible for all costs associated with economic modeling tools, as MHTC and MoDOT do not own or have access to these systems. While no specific budget range is disclosed, the RFP indicates that pricing must be submitted as firm fixed prices with no advance payments permitted, and payment terms will be Net 30 days. The contract will require the selected firm to provide MoDOT with comprehensive economic impact analyses, including detailed reports on projected economic metrics such as net general revenues, personal income, value-added gross state product, and economic output.
