About this opportunity
The State of Maine's Governor's Office of Policy Innovation and the Future is soliciting proposals for economic analyses of climate risks and resilience investments in Maine under RFP 202607115, with proposals due August 18, 2026 at 4:00 p.m. local time. Bidders may propose to undertake one, multiple, or all three tasks independently, and the State anticipates making one or multiple awards by task.
The scope comprises three related but distinct deliverables: an updated assessment of climate-related economic risks and costs to Maine households, industries, and communities; an economic impact analysis of resilience investments; and a valuation of societal benefits associated with resilience investments, including avoided damages. Eligible bidders include nonprofit organizations, academic institutions, for-profit enterprises, and partnerships.
Proposals are scored on a 100-point scale: 35 points for organizational qualifications and experience, 35 points for proposed services, and 30 points for cost. The lowest cost proposal for each task receives the maximum 30 points, with higher bids scored proportionately lower. Bidders must provide organizational qualifications, three relevant project examples, subcontractor information, three years of financial statements, insurance certificates, detailed work plans with timelines, and comprehensive cost proposals.
The anticipated contract period runs from September 15, 2026 to February 15, 2027. Questions are due August 3, 2026 at 4:00 p.m. local time and must be directed to Daniel Matz, Policy and Data Analyst. No best and final offers will be accepted. The State reserves the right to negotiate with awarded bidders, reject any or all proposals, or cancel the RFP. All proposals and bid submissions become public records under Maine's Freedom of Access Act unless bidders provide legal justification for confidentiality claims.
