About this opportunity

The Texas Department of Transportation is requesting bids for an Econolite Video Detection System for the TxDOT Atlanta District under IFB 601310000102340, with bids due July 24, 2026 at 3:00 PM Central Time. The solicitation is classified as a proprietary specification under Texas Government Code 2155.067, meaning only responses conforming exactly to the specified Econolite system will be considered.

The scope comprises a 4-approach video detection system with four video sensors and one communications manager. Each video sensor must feature HD color CMOS imaging at 720p minimum resolution, 10X optical zoom, H.264 compression, and operate on 89–265 VAC input at 50 or 60 Hz with typical power consumption not exceeding 16 watts. The communications panel must support up to eight video sensors across four physical ports, provide Ethernet and Wi-Fi connectivity, and support NEMA TS2 SDLC protocol integration. The system must detect vehicles, bicycles, and motorcycles with a missed-detection rate of 1 percent or less and false-detection rate of 3 percent or less when aggregated over 24-hour periods. Windows-based management software compatible with Windows 7 and Windows 10 is required for configuration, monitoring, and data collection via Ethernet. The system must auto-collect and store vehicle counts, turning movements, average speeds, vehicle lengths, and detection statistics in non-volatile memory with up to 8GB capacity, retrievable in CSV format. Installation on a typical 4-approach intersection must be achievable within 15 minutes without special tools. The manufacturer must provide a minimum 3-year warranty (up to 6 years optional), free software updates during warranty, and technical support via website, email, and 1-800 number.

Pricing must be firm, fixed-price, all-inclusive with F.O.B. destination freight prepaid and included in the unit price. Award will be determined on lowest price and ability to meet specifications per TxDOT Terms and Conditions Paragraph 2.07. Questions are due July 14, 2026; TxDOT will post responses by July 16. The tentative award date is August 7, 2026. Delivery must occur between 8:00 AM and 5:00 PM Monday through Thursday, excluding state and federal holidays. No set-asides, performance bonds, or personnel qualification schedules apply. Responses must include a signed Bid Table, Execution of Bid, Texas Family Code Schedule (certification of child support compliance), and Acknowledgement of Addenda as separate documents submitted through the Euna Procurement system at https://txdot.bonfirehub.com/.
