About this opportunity
The Texas Department of Transportation (TxDOT) Atlanta District is soliciting bids on an Econolite Video Detection System under IFB 601310000101522, with responses due July 15, 2026 at 3:00 PM Central Time. This is a proprietary specification procurement — only responses conforming exactly to the specifications will be considered. Award is anticipated August 19, 2026.
The system comprises a video sensor with HD 720p color CMOS imaging array, 10X optical zoom, H.264 compression, IP-67 rated enclosure with hydrophilic-coated glass faceplate and thermostatically controlled heater; and a communications interface panel supporting up to eight video sensors across four ports, Ethernet connectivity at 10/100/1000 Mbps, wired and wireless local access, and TS2 Type 1 SDLC interface compatibility with traffic controllers. Power and communications are carried over a single three-conductor cable with broadband-over-power technology. The system must detect vehicles, bicycles, and motorcycles with stop-line detection achieving no more than 1 percent probability of missed vehicles and 3 percent probability of false detections over 24-hour periods with minimum 100 vehicles per lane; advance detection zones extend up to 600 feet. Management software (Windows 7 and Windows 10 compatible) must support creation of up to 99 detection zones per sensor with presence, pulse, speed threshold outputs, Boolean logic, and automatic traffic flow data collection in CSV or JSON formats. Artificial Intelligence requirements are detailed in Attachment A. Warranty is minimum three years, extendable to six years, with free software support and updates during warranty.
Delivery is to TxDOT Atlanta District at 701 East Main Street, Atlanta, Texas 75551 between 8:00 AM and 5:00 PM Monday through Thursday. Pricing must be firm, fixed-price, F.O.B. destination with freight prepaid and included in unit prices; responses are exempt from state and local sales tax and federal excise tax. Questions are due by July 6, 2026, with responses posted by July 8. Respondents must complete a Texas Family Code Schedule certifying ownership and child-support compliance, execution of bid with statutory certifications, and acknowledge addenda. Award will be made on lowest price and ability to meet specifications. Responses are irrevocable for 120 calendar days. Contact: Susan Mendoza, CTCD, susan.mendoza@txdot.gov or 915-790-4339.
