About this opportunity
The Georgia Department of Transportation has awarded an On-Call Indefinite Delivery, Indefinite Quantity contract for Ecological Mitigation Support Services to WSP USA Inc. under RFQ-484-052522, which superseded the canceled PNA-484-052522. The Statements of Qualifications were due May 25, 2022.
The scope includes management of GDOT-owned mitigation properties, development of new mitigation banks on Department properties, long-range mitigation needs forecasting for Department projects, and routine mitigation purchases or debits under Section 404 of the Clean Water Act and the Georgia Erosion and Sedimentation Act. Deliverables encompass mitigation needs forecasting, bulk credit purchase strategy development, database creation and maintenance for credit purchases and permits, mitigation site plans, environmental studies for Endangered Species Act and National Historic Preservation Act compliance, groundwater and vegetation monitoring, and environmental documentation including NEPA or GEPA compliance.
The contract carries a maximum value of $20 million with a three-year initial term and an option to extend for up to five years. Payment may be structured as Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation. A 15 percent overall annual Disadvantaged Business Enterprise participation goal applies to all federally funded projects, achievable through prime contracting, sub-contracting, joint-venture, or mentor/protege relationships.
The Prime Consultant must hold prequalification in Area Class 1.06(e) Ecology. The team must collectively possess prequalifications in NEPA Documentation, History, Air Studies, Noise Studies, Ecology, Archaeology, Freshwater Aquatic Surveys, and Bat Surveys. Four finalists were shortlisted: AECOM Technical Services Inc., Ecological Solutions Inc., Kimley-Horn and Associates Inc., and WSP USA Inc. Addendum No. 1, issued May 10, 2022, corrected Section C.4 to require addressing ecological mitigation challenges rather than utility coordination and addressed potential disqualification from subsequent P3 bank development RFP opportunities, with determinations made by the Office of P3 at the time of the bank development RFP advertisement.
