About this opportunity
The Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety, is soliciting proposals for multiple Main Task Order Contracts (MTOC) supporting the Energy and Carbon Management Commission's Orphaned Well Program, with proposals due September 8, 2026 at 10:00 AM MDT. Service Disabled Veteran-Owned Small Businesses (SDVOSBs) certified by the U.S. Small Business Administration are eligible for a 5% preference on pricing; resident bidders are eligible for preferences under Colorado statute.
The scope encompasses 16 service categories: pre- and post-plugging methane emissions monitoring, well plugging, wellhead cutting and capping, production equipment decommissioning, flowline removal and abandonment, well shut-in operations, monitoring and sampling, TENORM testing, liquid and solid waste management, stormwater controls, backfilling and regrading, seedbed preparation and planting, weed control, fencing installation, soil analysis, and related on-call services. Proposing teams may select any subset of the 16 categories; proposals offering subsets remain fully responsive if all other submittal requirements are met. No specific quantities of wells or sites are identified; task order volume varies based on orphaned well site priorities and federal and state funding throughout the five-year contract period.
The contract runs through June 30, 2031, with project start expected October 26, 2026. Pricing must remain firm through June 30, 2027. Beginning July 1, 2027, annual rate adjustments of up to 7% or average chained CPI (whichever is less) may be applied upon written request by May 15. Bidders must submit hourly or daily unit costs for labor, equipment, materials, and services via Rate Schedule (Exhibit B), with mobilization and demobilization priced per mile. All labor rates must comply with Davis-Bacon prevailing wage determinations applicable to the county where work is performed. Performance and labor and material bonds are required for federally funded projects with construction activities exceeding $250,000; environmental sampling, site inspections, office work, mowing, spraying, and seeding are exempt. Pollution liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate is required for construction-service subcontractors. Buy America and Build America domestic-content requirements apply. The contract is funded through DOI-15.018, DOI-15.236, EPA-66.046, and DOE-81.089 plus state funds, with funding sources determined at task order level. Proposals are limited to 20 single-sided pages (10 double-sided) excluding rate schedules and submission forms, using minimum 10-point font. Submit through Colorado Vendor Self-Service or Google Forms only. Price proposals must remain valid 180 days from submission. Public proposal opening is September 8 at 12:00 PM MDT via Google Meet. Evaluation is expected September 8–18, 2026; interviews September 23–24; award notice September 25. Questions posted August 21, 2026 address 143 bidder submissions. The State may award to single or multiple offerors and does not guarantee minimum work volumes.
