About this opportunity

The Colorado Department of Natural Resources is requesting proposals for the ECMC Orphan Well Program MTOC (Main Task Order Contract) under RFP PHAA 2026_0002, with proposals due September 8, 2026 at 10:00 AM MDT and a public opening at 12:00 PM MDT the same day. This is a federal cost-sharing project subject to Davis-Bacon Wage Law and Build America, Buy America provisions, making domestic-source materials and prevailing wages decision-flipping constraints.

The scope encompasses comprehensive orphan well remediation services including well assessment, plugging, wellhead cutting and capping, decommissioning of abandoned production equipment, flowline removal and abandonment, TENORM testing, methane emission sampling, site restoration (backfilling, regrading, seedbed preparation, planting, weed control, fencing), soil analysis, stormwater controls, liquid and solid waste management, and related on-call services across Colorado. Contractors must demonstrate expertise across multiple service categories and comply with Colorado Department of Natural Resources and Colorado Oil and Gas Conservation Commission standards.

The MTOC contract term extends through June 30, 2031, with no minimum work guarantee. Pricing must remain firm through June 30, 2027; beginning July 1, 2027, annual rate adjustments are permitted using the lesser of 7% or the average Chained CPI for All Urban Consumers over the prior 12 months. All labor and equipment pricing, including subcontractor markups, must be submitted in the Rate Schedule (Exhibit B) in MS Excel format; no additional markups are permitted post-award. The project is funded under DOI-15.018, DOI-15.236, EPA-66.046, and DOE-81.089. The Department reserves the right to award to single or multiple offerors and may add services as natural extensions of the program.

Proposals must not exceed 10 double-sided pages (20 total) excluding rate schedule and submission forms, using fonts no smaller than 10 points. Written questions are due September 8, 2026 at 10:00 AM MDT, with answers posted by August 21, 2026. Evaluation runs September 8–18, interviews are scheduled for September 23–24, and notice of award is anticipated September 25, 2026. Project start is expected October 26, 2026.
