About this opportunity

The Pennsylvania Department of General Services is requesting professional selections for design and engineering services to conduct a comprehensive water upgrades study at Ebensburg Center in Carbon County, with applications due October 14, 2026 at 4:30 p.m. Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation goals apply; applicants must either meet all stated goals in full or document Good Faith Efforts to do so.

The scope is a Phase 1 investigation and assessment of the aging water distribution system serving the Ebensburg Center campus. The study will identify components requiring repair or replacement, evaluate the system's capacity to handle increased water pressure from additional sprinkler systems, and assess service continuity in the event of outage. Following study completion, the Department may proceed directly into design phase work and may retain the same professional who performed the study. Applicants are encouraged to identify SDB and VBE consultants who can continue into subsequent improvement phases, as those phases will carry participation requirements established by the Department after the study concludes.

The project is located at PO Box 600, Admiral Peary Highway, Ebensburg, PA 15931. Construction cost is not yet estimated. Detailed SDB and VBE participation goals and instructions are available in the Trimble Unity Construct (formerly e-Builder) solicitation folder.
