About this opportunity
The West Virginia Educational Broadcasting Authority is requesting quotations for elevator maintenance services under RFQ ARFQ 0439 EBA2600000003, with bids due July 21, 2026 at 3:30 p.m. EST. A mandatory pre-bid meeting was held June 25, 2026; vendor questions are due July 9, 2026.
The scope covers preventive and corrective maintenance for one hydraulic passenger elevator (Dover Elevator Systems) and one traction freight elevator (Warner Elevator Manufacturing) at 600 Capitol Street, Charleston, West Virginia. Preventive maintenance is performed quarterly on a mutually agreed schedule. Corrective maintenance is provided on an as-needed basis with response requirements of two hours by phone or in person and on-site arrival within four hours for standard requests, and within 30 minutes verbally and two hours on-site for emergency entrapments. The vendor must maintain 24-hour emergency telephone service seven days per week, including holidays. The contract includes a 5-year full-load safety check for the traction freight elevator. Annual safety testing is coordinated by the vendor but paid separately by the agency to a West Virginia Division of Labor inspector.
Required qualifications include factory authorization by applicable elevator manufacturers, electrician licenses, NEIEP certifications, a West Virginia contractor's license, and documented prior experience maintaining similar elevator systems on at least two occasions within the past five years. All work must comply with applicable building codes and American Standard Safety Practices (A17.2 and A17.1). The vendor is responsible for all travel costs, parts inventory, equipment disposal per EPA standards, and must provide a 12-month labor warranty.
Pricing includes quarterly preventive maintenance fees, three separate hourly labor rates (standard 8 a.m.–5 p.m. Monday–Friday; overtime outside standard hours and holidays; emergency), parts billed at cost plus a vendor-specified multiplier, and third-party subcontractor markup. Estimated corrective maintenance is 150 regular hours, 20 overtime hours, and 10 emergency call-out hours annually, with estimated parts markup of $10,000 and third-party subcontractor markup of $5,000. The contract value shall not exceed $500,000 total across the initial term and any renewals combined. Three addenda have been issued modifying the pricing page structure; vendors must acknowledge receipt of all addenda. Cecil Dale Malcomb, Purchasing Administrator, is the contact at (304) 254-7858 or dmalcomb@wvpublic.org.
